The Harbor

The Harbor provides a safe haven for child victims of sexual and physical abuse or neglect where they may be interviewed by a trained interviewer in a child-friendly, non-threatening and non-institutional environment. We also work with adult survivors of domestic violence and stranger and non-stranger sexual assault. Services include a 24 hour crisis intervention hotline, accompaniment to medical exams/forensic exams, court and law enforcement agencies 24 hours a day, parenting and anger management program, dynamics of sexual assault/ awareness, character education in all elementary schools in Calhoun County, and a case management program.

Our Mission

Our mission is to lessen the trauma to victims of sexual assault, child abuse/neglect, and other crime and their families and to improve the response of the criminal justice system by uniting the efforts of public agencies and enlisting support from the community. By providing a safe haven for these victims of crime, our goals are to advocate for their rights and specific needs and create an environment where violence is no longer tolerated.

Filing a Complaint

Any individual who believes they have experienced or witnessed discrimination while seeking services from The Harbor has the right to file a complaint. Complaints may be submitted directly to Maria Walton at mwalton@theharborvc.org or Board Chair Renette Todd at ccsocid917@yahoo.com.


In addition, complaints may be filed with the relevant state or federal civil rights office, including:


  • Office for Civil Rights (OCR)
  • U.S. Department of Justice
  • Texas Health and Human Services Commission Civil Rights Office, if applicable


The Harbor will investigate all complaints promptly and take corrective action where appropriate.
